PRIEŠ KĄ ATSIGRĘŽIAME?

Ketvirtadienį Seime vidaus reikalų ministras Raimundas Palaitis teigė:
“Kas turi būti, kad prasidėtų rimti socialiniai neramumai? Sunki ekonominė padėtis - yra. Stiprios profsąjungos - yra. Žiniasklaidos kurstoma įtampa, mano supratimu, taip pat yra. Toliau už viso to turi stovėti režisieriai arba rimtos politinės partijos, arba verslas su pinigais. Štai ši vieta kol kas dar nėra užpildyta, tad kol kas ir nelaukiam tų socialinių neramumų labai plačia apimtimi.”
Kitaip tariant, viena vertus, ministras konstatavo, kad krašte tvyro tam tikra socialinė įtampa, kita vertus, jis yra ramus ir konfliktų nelaukia.
Tačiau nereikia būti dideliam pranašui, kad suvoktum, jog nūdien Lietuva išgyvena tam tikro sąmyšio metą. Finansų krizė yra tik dalis viską apimančios visuomeninės krizės, kuri pirmiausia pasireiškia nepasitikėjimu viskuo ir visais. Pagal apklausas piliečiai nepasitiki Seimu, bankais, partijomis, kaimynais…
Žinoma, apklausas galima interpretuoti ar ignoruoti, bet neįmanoma užmerkti akių, pavyzdžiui, tautos įtūžio, nukreipto prieš teisėsaugą, akivaizdoje. Vadinamasis pedofilijos skandalas parodė, kad piliečiai yra apimti priešiškų jausmų teisėjams, prokurorams, policininkams, t. y. kalbama apie žmones, kurie užtikrina tos pačios visuomenės saugumą. Paradoksalu, bet būtent juose gyventojai mato užsimaskavusius priešus. Svarbu pastebėti, kad tokia situacija nėra kokių nors atsitiktinumų ar įvykių grandinės padarinys, bet nuosekliai besikaupianti reakcija, kuri dabar, kaip koks pūlinys, prasiveržė į išorę.
Tad galime sakyti, jog išgyvename stiprią institucijų rizę, kuri yra procesas, reiškiantis tam tikrų institucijų autoriteto smukimą, kai juo nebepasitikima kaip anksčiau. Institucijų krizės priežastis - nesugebėjimas efektyviai atlikti savo funkcijų. Pavyzdžiui, švietimo - mokyti vaikus, medicinos - gydyti žmones, šeimos - stiprinti sutuoktinių ryšį ir auginti vaikus ir pan. Sociologai sako, kad tuomet tokios institucijos funkcijas perima kitos, naujai gimstančios ar jau egzistuojančios institucijos.
Čia kyla retorinis klausimas: kas perims Seimo, bankų, teismų funkcijas? Negi grįšime prie pirmykštės santvarkos? Pagaliau daugybėje institucijų dirba mums artimi žmonės, šeimos nariai ar bičiuliai. Šios institucijos nefunkcionuoja pačios savaime, jos yra gyvastingos tik dėl ten esančių žmonių, todėl negalima kategoriškai teigti: “Visi jie tokie.” Nevalia pamiršti, kad tie žmonės užaugo mūsų šeimose, buvo auklėjami mūsų mokyklose, gyvena šalia mūsų. Atsigręždami prieš juos, tarsi atsigręžiame prieš save.
Tad verčiau turėtume savęs paklausti, ar esame pakankamai budrūs, sąžiningi, skubantys į pagalbą gyvenimo negandų palaužtam žmogui? Juk pedofilai veikia ne mėnulyje, girti gatvėmis laksto mūsų bičiuliai, kaimynų vaikai gyvena baisiomis sąlygomis. Ar nėra taip, kad tik stebime gyvenimą pro buto durų skylutę, o paskui savo įtūžį išliejame anoniminiuose komentaruose internete?
Be abejonės, socialiniai neramumai, konfliktai yra didelis blogis. Tačiau institucijų krizės yra neišvengiamas dalykas, kuris kartkartėmis kartojasi, vykstant įvairiems pokyčiams visuomenėje. Paprasčiausiai krizė parodo, kad vienos ar kitos institucijos mechanizmas nebefunkcionuoja labai gerai, kad visuomenei reikia į tai atkreipti dėmesį, ką nors keisti, permąstyti įstatymus, reglamentuojančius tos institucijos veiklą, funkcionavimą. Pagaliau šalies valdantieji turi ryžtis reformoms, kad ir kiek jos kainuotų.
Į mūsų kasdienybę įsirėžęs graikiškos kilmės žodis “krizė” turi daugybę reikšmių: “sprendimas”, “nuosprendis”, “baigtis”, “posūkio vieta”, “teismas”. Jei šias reikšmes išsamiau apmąstytume, išvystume, kad jos neturi to negatyvaus užtaiso, kuris tarsi kokie nuodai skverbiasi į mūsų kolektyvinę sąmonę. Maža to, tai puiki galimybė apsvarstyti iš naujo daugybę savaime suprantamų mūsų visuomeninio gyvenimo reiškinių, nebijoti kvestionuoti įsisenėjusių schemų. Reikia tik drąsos, solidarumo, pasitarimo ir supratimo, kad krizės taptų ne pasmerkimu, bet proveržiu į ateities naujumą.

mintį suprantu, ji graži, bet dažniausiai gaunasi taip, kad įstatymai yra nusikaltėlio pusėje, tai jei pats imsiuos “teisingumo”, tai gausis antras Drąsiaus atvejis lietuvos padangėje. jei savavališkai paimsiu kaimynų vaikus , kaimynai gali mane paduot į teismą dėl vaikų pagrobimo. jei įskųsiu vaikų teisių kontrolieriui, tai arba tuos vaikus perkels į internatą, arba išvis nesulauks atsako, nes turim puikių pavyzdžių, kaip blogai veikia mūsų teisinė sistema. galbūt čia lietuvių negatyvumas ir bejėgiškumas jaučiasi būtent dėl to, kad žmonės jaučiasi užspeisti į kampą, nieko legaliai negalima daryti. o jei ir darysi kažką pagal įstatymus, tai vargu ar bus pasiektas tikslas (nebent padarai kažką stipraus ir tada žiniasklaida pradeda eskaluoti šitą reikalą). žmonės nebemato prasmės kažką daryti. kam?
